Clarifying Question 3: A Policy Brief

Published in March 2024, the report includes results from a survey of registered Nevada voters, assessing their understanding of the state’s current election system and the proposed changes under Question 3. Additionally, the report features a comprehensive Frequently Asked Questions (FAQ) section that addresses common gaps in knowledge regarding the reforms that would be enacted if Question 3 is approved.

Nevada's Ballot Question 3 proposes implementing open primaries and ranked-choice voting (RCV) for statewide partisan elections. Having passed its first vote in 2022 with 53 percent approval, the initiative must be approved by voters again in 2024 to be enacted. If passed, the measure would amend Nevada’s constitution to allow all registered voters, regardless of party affiliation, to participate in primary elections. Additionally, it would permit the top five primary candidates to advance to the general election, where voters would rank them by preference using RCV.

Supporters of these reforms argue that they empower voters by reducing the influence of party insiders over the election process. They claim that the changes would expand voter choice, enhance voter participation, and promote the election of more moderate candidates, helping to alleviate political polarization.

Opponents, however, express concerns about the complexity of the new system, potential delays in vote tabulation, and the diminished role of political parties in primaries. Critics also say that ranked-choice voting may confuse voters and could lead to votes being counted multiple times, potentially violating the "one person, one vote" principle.
